MILENKO STOJKOVIC, Senior Engineer

Dr. Stojkovic has more than 40 years of experience in telecommunications, mainly in satellite telecommunications. His very broad range of expertise covers earth station design, construction and operation, in-depth scientific technical analyses, telecommunication network planning and development, frequency management and intersystem coordination, technical standards development, the International Telecommunication Union (ITU) regulatory framework and process, FCC policies and regulations, as well as international policies and regulatory framework and process. Dr. Stojkovic has successfully completed ITU coordination for Pritchard & Co. clients with geostationary and terrestrial systems.
From 1967 to 1984, Dr. Stojkovic worked at PTT Belgrade, Yugoslavia where he was responsible for the planning of a number of telecommunication systems for their network. During the period of 1970 to 1974 he served as the Project Manager and was responsible for the planning and construction of the first Intelsat earth station in
From 1984 to 2004, Dr. Stojkovic worked for Intelsat. From 1984 to 1994 he held various high level technical positions in Telecommunications Engineering. Responsibilities included development of analytical and software tools for frequency and transmission planning, implementation of a number of new satellite services including the transmission of three analog TV channels in one transponder, the first of its kind. He also developed numerous technical standards and transmission parameters for the Intelsat system and represented Intelsat at ITU study groups. During the period of 1994 to 1995 he was Manager, Support Studies in the Intersystem Coordination Office and from 1995 to 1997 he was Manager, International Standards and Regulations. He authored and managed contributions to the ITU and other bodies, and was responsible for frequency spectrum and technical standards issues. From 1997 to 2004 he was Director, Telecommunications Policy and Regulatory Affairs. He was responsible for INTELSAT’s activities in ITU and other international regulatory and standardization bodies. Dr. Stojkovic has worked on various special assignments throughout his career including acting as an envoy of the Director General of Intelsat consigned to help develop business relations with a number of Eastern European countries and was instrumental in their accession to Intelsat Agreements. He was responsible for all satellite transmissions from Yugoslavia during the Winter Olympic Games in Sarajevo, and was assigned by the Yugoslavian authorities to assist Sri Lanka Telecommunications Authorities to plan and conduct satellite TV and other transmissions during the Conference of the Non-Aligned Countries.
Dr. Stojkovic has published more than 30 technical papers, authored and internationally coordinated numerous recommendations and reports for ITU publications, and authored and coordinated a significant portion of the “Handbook on Satellite Communications” published by the ITU. He has lectured at John Hopkins, The George Washington and Stanford Universities, has been a participant in panel and round table discussions at conferences and forums, and is a member of the Program Committee for all Telecom Forum events organized by the ITU after 1995, including Telecommunication Development Symposiums and Youth Forums.
Dr. Stojkovic is a recipient of Intelsat’s CEO award for his contributions to their privatization and the Chairman’s award of the US Telecommunications Training Institute for his contributions to their training programs.
Dr. Stojkovic received his Ph.D. and M.A. in Telecommunications and his B.A. in Electrical Engineering from the Faculty of Electrical Engineering,
